Public transportation in this area of the island is great, while the heavy amount of traffic is a major deterrent. It is very common for tourists to pick up a rental car from the bank of agencies located across the parking lot from the airport in San Juan when they arrive, then drive to nearby Condado. This isn't the only option, however. Not only are there international chains located within Condado, but there are a few local options as well. If you want to take a taxi or publico to your accommodations, many of these places are willing to meet you with your vehicle and some even offer transports directly from the airport. The cost of renting a car in Condado typically starts at about $40(USD) a day, but goes up based on any additional features you request, the type of vehicle you require, if you add on insurance, and even based on your age. While it is required that you be over 21 to rent a car on the island, if you are between the ages of 21 and 24, you'll be charged anywhere from $10 to $25(USD) extra a day. When you arrive, likely in San Juan, you'll be greeted by congested roads that can be confusing to navigate. As you work your way to Condado; however, you'll find traffic to thin our just a bit and the roads a little more straightforward as the need for so many of them diminishes. Luckily, roads here tend to be in good condition, which is not the case everywhere on the island. You'll find road conditions and driving laws here to be similar to in the United States, with traffic moving on the right side of the road, speed limits posted in miles per hour, and road signs and street lights helping to keep things running as smoothly as possible.
If you plan to explore outside of the San Juan and Condado area, you may run into roads that are not so well taken care of. These roads will have cracks and pot holes, and may not be lit or have road signs to help you find your way. On a rare occasion, especially in the forested regions or right along some less frequented beaches, you may also encounter unpaved paths used as roads. Keep recent weather in mind before you venture down one of these roads. If it has been raining a lot recently, you could easily find yourself stuck in the mud.
One of the biggest reasons that tourists are deterred from renting a car and driving in Condado is because locals have a bad reputation for being aggressive drivers. This can be an issue, with tailgating and passing happening often, but it is no reason to skip renting a car to explore all that this area has to offer.
