There are three bioluminescent bays in Puerto Rico. One of them is on the island of Vieques and it is called Bahía Mosquito. Designated as a wildlife preserve, this location claims to have some of the highest concentration of phosphorescent dynoflagellates -- the organism that makes the water glow at night -- in the world.
The U.S. Department of Fish and Wildlife has restricted swimming only to those who are on officially licensed tours in order to preserve the bay.
Located on the island of Isla de Culebra, You might think about stopping by even if you aren't staying nearby. There are plenty of advantages to visiting a beach that isn't lined with high-rise hotels; relatively untouched parts of the coast like Bahia Mosquito are usually more relaxing than those overrun with fellow travelers.
To view the bio-bay, drive east on Sun Bay Road, preferably with a vehicle that has four wheel drive, until you see the glowing water.
Due to the high concentration of phosphorescent dynoflagellates, Bahía Mosquito features waters that glow bright green, like the color of a glow stick, under the night sky.
Unfortunately, you won't find any public restrooms along this coastline, which is something to consider if you plan to spend a full day in the sun.

The nearby town ofis an area with plenty to do, but yet isn't overcrowded.
