While some towns in Puerto Rico, such as San Juan, have set taxi fares that are based on what is called a zone system, Fajardo does not operate that way. This is just one thing about taxis that it is important to be aware of as you begin to plan your vacation and try and determine which form of transportation makes the most sense for you to count on.
When you're visiting Fajardo and on the hunt for a taxi to hail, just look for the words "Taxi Touristico" painted on the front of the vehicle. This is your sign that the car is a legal and licensed taxi. Riding a taxi here is similar to the United States. When you see a cab on the street, wave them down. If they re currently picking up passengers, they'll pull over and allow you to hop in. Of course, there is no guarantee you'll see a cab on the street and when this happens, you'll want to have numbers of a few local taxi companies on hand to call when you are in need of a ride.

...settle on a rate that works...
As previously mentioned, in Fajardo the rates are not previously set or regulated. The typical find is that when you get into a metered taxi is that you'll pay $1(USD) base for the ride and $0.10(USD) for each one-third mile after that. This is not the preferable fare, however. Most drivers prefer to speak with their passengers and settle on a rate that works for both parties before driving off. Feel free to negotiate if that's what your comfortable with, but you may also request that the driver simply stick to using the meter.

Another perk of taking a taxi in Fajardo is that the drivers make for great tour guides. You can often ask your driver to take you around for an hourly rate and point out all of the most popular attractions, letting you out to explore while he or she waits.
You'll always want to make sure to show your appreciation for the ride you receive by a gratuity of between 10 and 15 percent.
