If your dream vacation involves exploring the island of Frederiksted from dusk until dawn, your best option for transportation will be to rent a vehicle to get you from place to place. Larger parties and tourists who prefer to be in charge of their transit will also lean towards the car rental option for their vacation.
The cruise port's location in Frederiksted makes it the perfect location for a rental car business, and wouldn't you know it, there are plenty to be found in the small town, especially right near the port. You can hop off the ship and rent a car for a day of exploring, or you can receive free pick up from the rental agency and have them bring you right to them to rent the vehicle without having to pay the $12(USD) in cab fare to get there.
There are both local and international rental agencies located in Frederiksted, so you will have to take the time to compare and contrast which option is better for you. People who rent with international chains tend to do so because they feel safer going with a recognizable name, or they have been treated well by them in the past. Local agencies might have more flexibility and more of a willingness to negotiate, which makes them a good choice as well.

In order to rent a vehicle in Frederiksted you must be 25-years-old or older, have a valid driver's license, and have a credit card. There are modifiers to each of these terms. If you are between the age of 21 and 24, you may be able to convince someone to let you rent a vehicle, though it is rare. In the event you pull this off, know you will likely be charged extra and made to purchase extra insurance. Those who stay in the U.S. Virgin Islands for more than 90 days will need to have an International Driver's License, rather than a license from your home country, and each rental agency required a different balance to be available on your credit card in order to protect them should the vehicle be damaged or returned late.
The cost of a rental in Frederiksted is not only different from place to place, but it varies by season as well. You'll pay somewhere between $30 and $70(USD) in the off-season, but if you visit during the winter you'll have to pay competitive prices, which can go up to $120(USD) a day. Although prices do go down the longer you have the vehicle and sales might pop up from time to time the on-season/off-season price pattern is fairly predictable.
You can rent nearly any time of vehicle you want on the island, from a cozy coupe to a 12-passenger van. Jeeps and sports utility vehicles are recommended because they tend to be the best for managing the conditions of roads outside of Frederiksted, but if you don't plan to venture too far off course, a smaller vehicle should be fine.
This set of tables provide a general indication of local rental rates. The lowest rates shown only apply to the least costly agencies when plenty of cars are on hand. The high end of the range is what you might need to pay during the high season at one of the busier agencies.

The roads in Frederiksted vary greatly. While some are newly-paved and well constructed with road signs and street lamps, others are pot holed, warn down, and unmarked. When you drive out of town you'll encounter many more run down roads, and in some places you'll find the roads to only be made of gravel and sand. Furthermore, locals tend to give directions that include landmarks rather than street names. Some tourists have good luck bringing portable GPS systems along with them.
While you will likely be driving a car imported from the United States with the steering wheel on the left, you'll notice that driving is done on the left side of the road like in most of Europe. Most people adjust to this rather quickly by remembering the local saying “Keep your left shoulder to the left side of the road.” Locals are relaxed drivers, and won't often become frustrated with visitors taking their time and learning the rules of the road. Expect to hear a few friendly reminder horns as you drive around. These honks are not mean spirited, rather just helpful hints. Sidewalks are few and livestock roams free, so be on the lookout for pedestrians and animals as you make your way around Frederiksted.
