When you arrive in Curacao's waters, you officially have 24 hours to clear in.  You can do so directly at the docks in Willemstad, but some skippers choose to go to Punda to avoid the commercial water traffic.  The gain clearance you'll need a valid passport for every passenger, proof of ownership of the boat, and a list of the ship's stores.  After all of that has been approved, you'll purchase a $10(USD) anchor permit, then continue on and dock your boat.
